The first decades of the 19th century were marked by the Napoleonic Invasions and by a civil war that resulted in the establishment of a constitutional monarchy. Military cartography appears more as an element of military interest than for administrative or urban purposes. However, the Plan of the City of Leiria, designed in 1816 by Major Manoel Joaquim Brandão de Sousa, under the orders of Lieutenant Colonel Maximiano José da Serra, constitutes a document of great interest.
